2027 KF Support for Policy-Oriented Research Program (U.S.)

Program Outline

The Support for Policy-Oriented Research program provides grant funding for research projects or programs that conduct in-depth analysis and develop policy recommendations on Korea-related political, social, and economic issues impacting the international community. It also supports educational programs for the next generation of policy experts worldwide through academic seminars, workshops, mentoring initiatives, and other activities aimed at fostering a deeper understanding of Korea.

Eligibility

Overseas research institutions, think tanks, or university-affiliated research institutions located in the United States

* Applications must be submitted under an institution’s name, not by an individual.

* Projects receiving financial support from the central or local governments of the Republic of Korea, or from public institutions designated under the Act on the Management of Public Institutions, are not eligible for support under this program.

Supported Areas

1. Policy research related to Korea on topics such as:

  • - Foreign Policy and Security: G7 Plus or Global South cooperation, peace on the Korean Peninsula and North Korea nuclear issues, cybersecurity, etc.
  • - Economic Diplomacy: Economic security, trade, energy, global supply chains, industrial cooperation, etc.
  • - Global Challenges: Democracy, climate change, the environment, norm-setting and enhanced cooperation in the AI or space sectors, etc.

2. Education programs for next-generation Korea-focused policy experts

  • - Programs aimed at enhancing understanding of Korea through academic seminars, workshops, and mentoring for emerging policy experts
  • Project Director and Participant Expectations
  • 1. Project directors are expected to provide academic guidance and expertise throughout the project. The KF will prioritize specialists with a Ph.D. or terminal degree in related fields, and/or teaching/research experience related to Korea.
  • 2. Program participants* should be trainees, graduate students, post-doctoral researchers, or early-career faculty. More than half of the participants must have work/research experience related to Korea or demonstrate a proven interest in Korea-related issues.

    * The KF encourages institutions to recruit young professionals from the region or country where the institution is located, regardless of their nationality. However, participant selection is not a prerequisite for applying for the program.

  • 3. Participants should compile and include the outcomes of their project in the final report they submit to the KF. Expected outcomes include:
    • - Individual reports/essays on their activities and how to incorporate similar experiences into future academic activities
    • - Journal articles/policy memos on project topics
    • - Videos, podcasts, or other academic activity output

3. Establishment of a Korea Chair/Fellow position focused on Korea-related research

  • - To determine whether to apply for a Korea Chair or Korea Fellow position, please consider:
    ① The expected duration of the position within your institution
    ② The scope of the proposed research and activities

    * Korea Chair: Apply if your institution intends to establish and maintain the position for multiple (at least three) years, and if the proposed research and activities are long-term in nature, surpassing a single-year project. Any institution wishing to submit a project proposal for the establishment of a Korea Chair is required to contact the KF at researchsupport@kf.or.kr prior to submitting an application.

    * Korea Fellow: Apply if your institution intends to appoint the position on a one-year basis, and the proposed research and activities are focused on a one-year project.

Grant Coverage

Project expenses, salaries for researchers and staff, honoraria, travel expenses, publication fees, indirect costs (in an amount of up to 10% of direct costs), etc.

* KF grants do not cover general operating expenses, such as rent, utilities, and administrative salaries unrelated to the project. Additionally, capital expenditures, such as acquiring major equipment not related to the project, are not covered.

Grant Period

Up to one year

* Multi-year support may be considered exclusively for the establishment of a Korea Chair/Fellow project. Prior consultation with the KF is required.

Program Schedule

1. Application Period: July 1 to September 2, 2026

The application window closes on 6 p.m. KST (2 a.m. PDT, 5 a.m. EDT) of the final day of the period.

2. Notification of Results: By December 31, 2026

Results will be communicated directly to the affiliated institution.

1. Online application submitted via the KF Online Application Portal ( https://apply.kf.or.kr )

  • - Research proposal*
  • - Project budget in US dollars
  • - CVs of project investigator and co-investigators

    * The appropriate proposal form varies by area of support (Policy Research, Next Generation Education Program, Establishment of Korea Chair/Fellow Position). Please ensure you download the correct form for your project.

Application Guidelines

Applications and all required documents must be submitted in Korean or English via the KF Online Application Portal* ( https://apply.kf.or.kr ) by September 2, 2026.

* For new applicant institutions, account creation takes approximately 2 to 3 days. Advance registration is required.

Evaluation Criteria

Priority will be given to projects that demonstrate:

  • - Excellence of the research plan
  • - Capacity and experience of the project director’s achievements and activities related to Korea and East Asia
  • - Budget feasibility
  • - Excellence of anticipated research outputs (e.g., External policy briefs, academic papers, publications, etc.)
  • - Utilization of research findings and dissemination efforts (e.g., media op-eds, podcast production, social media engagement, etc.)

    * All applications will be reviewed by an external review committee composed of experts in policy research.

Reporting

Selected applicants will conclude a grant agreement with the KF and must submit the following within the grant period:

  • - Final report in the KF’s format, signed by the project director
  • - Financial statement in the KF’s format, endorsed by the institution’s highest financial officer
  • - Project outcomes, including any relevant publications, articles, program books, links to videos or podcasts, etc.

Important Reminders

1. Applicant institutions must notify the KF of any relevant changes to the information contained in the project plan after submission of the application.

2. During the application screening process, the KF may request additional information or adjustments to the project plan.
